Every launch (TokenCreated) and every trade (Trade) event on any ANEWONE platform deployment (current v6 · v5) counts as 1 action, and a launch with a starting buy counts as both. Contract upgrades never cost you progress. Testnet is free, and gas comes from the Circle faucet.
